ZCR est l’acronyme de Zone à Circulation Restreinte. Aussi appelé zone à faibles émissions (ZFE), il s’agit d’une zone urbaine à laquelle uniquement les véhicules les moins polluants peuvent accéder. Dans l’objectif d’une amélioration de la qualité de l’aire et de santé publique, plusieurs pays européens ont mis en place des ZCR. La Suède a d’ailleurs été le premier pays européen concernant la mise en place de ZCR en 1996. En France, ce n’est qu’en Septembre 2015 que la première Zone à Circulation Restreinte est instaurée à Paris. En 2020, ces ZCR sont étendues sur 15 villes supplémentaires subissant régulièrement des dépassements des seuils de concentration de polluants atmosphériques.
Dans les Zones à Circulation Restreinte, comme son nom l’indique, la circulation peut être restreinte pour une durée ou période donnée. La décision est prise au niveau local par exemple par les maires des communes se trouvant dans des zones avec plan de protection de l’atmosphère adopté. En France, l’accès à ces ZCR est régulé par les certificats de qualité de l’aire, communément appelé vignette Crit’Air.
